Promotion of demand-side financing through Public Private Partnerships

Sharing knowledge and advocating for the viability of social franchising and demand-side health financing in Cambodia and Vietnam

Options provided technical expertise to support MSI Reproductive Choices to work with governments to improve health service quality and sustain services through social franchising and diversifying sources of financing. Options shared international experience in designing, implementing and monitoring a social franchise model in the health sector and health financing programmes around the world.

We presented an evidence-base on the viability and sustainability of a social franchise model targeted at both public and private providers to standardise, build capacity and control quality of services through public private partnership.

We worked with the government to demonstrate how to encourage both public and private providers to deliver quality and cost effective health services by using results-based financing (RBF) with a focus on demand-side financing (DSF).

Options met with a range of donors such as the World Bank, European Union, Word Health Organisation and Ministry of Health, to support MSI in selling their ideas and expertise and met with the government to discuss opportunities for introducing these approaches in Vietnam and Cambodia.
