Options supported a scoping study for a World Bank project to improve the provision of and access to an essential package of affordable, good quality health services, and emergency health care for the poor and informal sector workers. The project intended to support Egypt in transitioning towards a model of health insurance based on the principles of equitable revenue generation, pooling and distribution, a focus on disadvantaged groups, and the strategic separation of purchasing and provision of services.

Options managed the study, focusing on these areas:

  • Undertaking a stakeholder assessment of key Egyptian health sector agencies, including the Ministry of Health and health insurance organisations
  • Conducting a comparative analysis of peer country examples with a focus on the introduction of social health insurance and coverage of the poor and informal sector
  • Writing a scoping visit report with recommendations to develop activities of support.
