Options worked with PSI in Rwanda to gain a more in-depth understanding of rural sex workers and rural youth. Options used the PEER approach to provide an evidence base for designing awareness raising and interpersonal communications programmes for rural youth and sex workers. The study provided key insights into risk behaviour and obstacles to behaviour change among the target groups. The study provided an evidence base from which to design a communications strategy and creating brief.

Recommendations for a strategy were developed through a participatory workshop involving Options and PSI research, communications and programme departments. The stories and narratives generated by the PEER study were used in the design of national youth awareness programme which used mixed media, including radio soap operas, magazine stories, and peer education.
