The Government of Ethiopia aims to lead and deliver a more effective, more self-financed and accountable response to climate and humanitarian shocks. Options is looking for a Regional Health Emergency Adviser who will work with regional and woreda level stakeholders on an anticipated new project to strengthen health emergency preparedness and response coordination and systems.
Responsibilities: 
  • Support regional level EOCs and Regional Health Bureaus (RHBs) to coordinate and deliver responses to acute health related emergencies, including both direct support during emergencies and building of longer term response capacity and systems.
  • Work with regional level partners to identify health emergency preparedness and response priorities and strategies.
  • Support preparation and implementation of regional level comprehensive, evidence-based and costed Emergency Preparedness and Response Plan based on identified risk.
  • Identify regional and woreda level capacity gaps and work with partners to make sure these are addressed by building sustainable capacity of regional and woreda level stakeholders.
  • Strengthen the capacity at EOC and RHBs to use data effectively to deliver an evidence based response to health emergencies.
  • Build capacity and systems at regional and woreda levels to rapidly surge staff to areas of health emergencies.
  • Ensure effective regional and woreda level coordination and collaboration on health emergencies with other sectors and actors who need to take action, including water, agriculture and environmental level stakeholders.
  • Regional, woreda and community level integration of early warning systems.
  • Strengthen regional and woreda level authorities’ engagement with local communities, ensuring these are able to provide an active role in the timely identification and response to health emergencies.
Person specification: 
  • Experience with planning and managing health responses to rapid onset disasters and complex emergencies in Ethiopia
  • Extensive experience in the area of health sector stewardship, including working with and building the capacity of government staff
  • In depth understanding of government planning and budgeting processes
  • In depth understanding of multi-sectoral coordination and systems for the effective detection, prevention of and response to health emergencies.
  • Experience in effectively engaging communities in response to health emergencies.
  • At least five years’ experience of designing and leading health related programmes in humanitarian responses in developing countries
  • Masters’ degree in public health or equivalent qualification.
  • Understanding of international health and humanitarian response mechanisms
  • Bring an understanding of the issues faced by vulnerable groups, including women and girls, in humanitarian emergencies to feed into health response mechanisms.
