The Programme Operations Manager will play an important in-country management support function for the Malawi Health Sector Programme (MHSP-TA) and a key liaison role with Options London based-support. They will report to the Team Leader, and have key working relationships with the Programme Manager in DFID Malawi as well as links with key partners.

The Programme Operations Manager is based in Lilongwe, working with and to the Team Leader and Deputy Team Leader, as part of the main Programme Secretariat team, and working closely with the Liverpool School of Tropical Medicine as the host office providers of logistic and financial management support. Liaison and support is provided by the Options Management & Finance Teams in London. The core objectives of the role are as follows:

Operations, Finance and Administration

Overall programme management of the programme will be led by a Programme Manager based in London but the Programme Operations Manager will lead in all aspects of the in-country management of the programme, supporting the Team Leader and Deputy Team Leader in the following ways:

  • Managing Programme Office Support
  • In-Country Operations
  • Financial Management

Quality Assurance of Technical Assistance

Working with the Team Leader, the Deputy Team Leaderand the Programme Manager in London, the Programme Operations Manager will support the co-ordination and oversight of all Technical Assistance on the programme.

Reporting and Partner Relations

The Programme Operations Manager will support the Team Leader, the Deputy Team Leader and the London-based Programme Manager in the following areas:

  • Drafting and developing programme reports
  • Liaison and partner relations with other key partners
  • Liaison and partner relations with other Options programme in Malawi
Person specification: 
  • Post-graduate degree in Advanced Business, Development Studies or related field
  • Proven experience in project management work, preferably on technical assistance or NGO programmes, including budgeting, financial management and logistics skills
  • Understanding and knowledge of Malawi context
  • Strong reporting and analytical skills
  • Advanced user of Word and Excel
  • Experience of managing large, complex, multi-country, and multi-donor budgets within the health sector
  • Experience living and working in international development in a developing country
  • Experience of networking to build successful relationships with potential clients, collaborators and consultants
  • Knowledge of a spread of international donors, including DFID
  • Strong networking, team-working and communication skills, and fluency in English
